The Jozankei Dam, completed in 1989, was constructed to protect Sapporo City where urbanization was progressing and to serve as the city’s second water source after the Hoheikyo Dam to keep up with the rapidly increasing population, as well as to meet the need for the increasing demand for electricity. Just like the Hoheikyo Dam, it is popular as an autumn leaf viewing spot. Picnic and other activities can be enjoyed at the Enchi Hiroba (garden square) below the dam body. The Jozankei Dam Museum displays a diorama model of dam construction and panels and models about the natural environment surrounding the dam.
